ANNE FIFIELD, SENIOR ASSOCIATE
Anne Fifield is a Senior Associate for Johnson Gardner. She specializes in assessing the economic and fiscal impacts of public policies. She has worked on numerous projects in fiscal impact analysis, market analysis, and policy analysis for private and public clients. Prior to joining Johnson Gardner, Ms. Fifield worked as a planner/economist at ECONorthwest.

RECENT EXPERIENCE:
- The economic and fiscal impacts of redeveloping downtown Bothell, Washington. The analysis supported the City’s successful application for the Washington Local Infrastructure Financing Tool (LIFT) competitive grant program.
- An evaluation of the costs and funding sources related to development in the North Bethany area of Washington County, Oregon. The evaluation included an estimate of revenue generated by tax increment financing.
- A residual land value analysis to estimate how wetlands affect the cost of developing industrial land in Linn and Benton counties, Oregon.
- A fiscal impact analysis of a mixed-use development to the City of Bellingham, Washington.
- The fiscal impacts of redeveloping a former paper mill site into a mixed-use waterfront development in Bellingham, Washington. The analysis compared impacts under private and public ownership scenarios.
- An evaluation of staffing and service levels for a fire station in Gresham, Oregon.
- A fiscal impact analysis of the Beavercreek Road Concept Plan to the City of Oregon City.
- An analysis of costs and revenues associated with a proposed residential development to the City of Tangent, Oregon.
- An analysis of fiscal and service-level impacts associated with annexing an existing developed area to the City of Eugene, Oregon.
- A financial model to estimate expected costs operating and closing a municipal landfill, Lane County, Oregon.
- A financial model to analyze profits and emissions of electricity-generating facilities. The model allowed varying assumptions about future electricity prices, fuel costs, technology cost and performance, and emissions regulations.
- Assessment of the economic impacts of infrastructure improvements in small communities across Oregon, for the Oregon Economic and Community Development Department. Cost and benefit analysis of building a municipal jail in Springfield, Oregon.
- Economic impact analysis of building a hospital in Eugene, Oregon. An evaluation of non-regulatory incentive programs to protect natural areas and associated riparian and upland corridors primarily on private lands in the Portland-metro area.
- An assessment of the competitiveness of an industrial park in the City of Canby, Oregon relative to other industrial lands in its market. The report included strategies to successfully market the industrial park to potential buyers and tenants.
- An evaluation of the potential market for a high-density, mixed-use development adjacent to a medical complex in Springfield, Oregon.
- A survey of local governments regarding obstacles and potential solutions to annexation in western Washington state.
